Artictic Director, Frank Harlan is a master at creating experienced-based performances for events being produced in Seattle, Washington. Frank Harlan established the Social Circumstances Comedy Troupe (SCCT) in 1999 to expand on the success of his solo career as a comedic performance artist and master of ceremonies.
